MVR 723.5M in vape-related fines; only MVR 800,000 paid

Maldives Customs Service states 232 individuals have been fined a combined MVR 723.5 million for the illegal importation of vapes, only MVR 800,000 of the imposed penalties has been paid to date.

Statistics provided by Customs to ‘Mihaaru’ news outlet places the total number of fines imposed at MVR 723,520,000, of which the state has so far recovered only MVR 850,000. The amount recovered represents an insignificant proportion of the total fines outstanding.

The largest individual fine recorded in these cases stands at MVR 156 million. According to Customs data, the individual was fined MVR 156,060,000 after attempting to import 15,601 vape units into the Maldives. This constitutes the highest single penalty ever imposed in connection with a bulk vape import. 

Customs also identified Malaysia as the leading source of vape imports into the Maldives. Although authorities regularly seize substantial quantities of vaping products, the figures indicate a considerable gap between the fines imposed and the amount ultimately recovered by the state.

Under recent amendments to the Tobacco Control Act, the importation of vapes and related accessories into the Maldives has been prohibited since November 15, 2024.

The amended legislation stipulates a fine of MVR 2,000 for individuals found in possession of prohibited vaping devices. Failure to surrender such devices to the police can result in a fine of up to MVR 50,000. Vape users are subject to a MVR 5,000 fine, while individuals who distribute vaping products free of charge may be fined MVR 10,000. Businesses involved in the sale of vapes face a MVR 20,000 fine. A significantly higher penalty of MVR 50,000 applies to anyone who sells vaping products to individuals under the age of 21.
