HDC becomes first SOE to fully comply with proactive disclosure obligations under RTI Act

Housing Development Corporation (HDC) has become the first State-Owned Enterprise (SOE) to fully comply with the proactive disclosure obligations mandated under the Right to Information (RTI) Act by publishing all key information that state institutions are legally required to disclose voluntarily.

The milestone was announced on Monday by Information Commissioner Ahmed Ahid Rasheed in a post shared on the social media platform X.

In his post, the Information Commissioner stated that HDC had fulfilled its obligations relating to the proactive disclosure of information under the Right to Information Act, citing the Corporation as the first SOE to do so.

"HDC has become fully compliant with the proactive disclosure obligations under the RTI Act. By doing so, they became the first SOE to reach the threshold,” Ahid’s post read.

He commended HDC’s team for setting the standard, while encouraging other SOEs to follow.

Under Section 37 of the Right to Information Act, state institutions are required to proactively disclose 13 categories of information. These include the organization's responsibilities, structure, and mandate; its annual budget and planned expenditure; the remuneration of individual staff members; and the procedures followed in decision-making processes.

To facilitate public access to this information, HDC has established a dedicated "Information Directory" on its official website.

The law requires this information to be updated and published at least once a year in the public interest. HDC described becoming the first SOE to achieve full compliance with these transparency requirements as a significant milestone for the Corporation.

In line with the legislation, government ministries have also begun proactively disclosing information. This marks the first time since the RTI Act came into force in 2014 that state institutions have disclosed information on such a comprehensive scale.

As SOEs manage substantial public funds and deliver essential public services, maintaining transparency through the proactive disclosure of information is regarded as a key element of public accountability.

 

HDC stated that it remains committed to managing its corporate affairs with the highest level of transparency while providing reliable, high-quality services to the public. The Corporation added that this initiative sets a precedent for other SOEs and establishes a new benchmark for accountability and transparency.
