CSC temporarily suspends recruitment for posts not yet under new pay framework

The Civil Service Commission (CSC) has announced a temporary suspension of recruitment for civil service posts that have not yet transitioned to the new pay framework. The suspension applies to appointments made before Friday, November 1, and is part of a broader effort to implement pay harmonization across the public sector.

According to the CSC, permanent employees who have not yet been converted will be transitioned to the new framework starting Saturday, November 2. To support this shift, the commission is updating its job management software, CS Viuga, and revising relevant recruitment regulations.

Until further notice:

  • Recruitment for posts already converted to the new framework will proceed via CS Viuga.

  • Appointments to unconverted posts must be postponed until the system update is complete.

  • Exceptions may be made if a government service is disrupted and urgent staffing is required under Civil Service Rules.

The directive follows President Dr Mohamed Muizzu’s pledge to raise salaries for all civil servants whose pay has not yet been adjusted. His Presidential Statement earlier this year confirmed that MVR 500 million has been allocated in the national budget to support this initiative.

The pay harmonization program aims to standardize salaries across the civil service and ensure fair compensation for all public employees.
