ACC sends chargesheet against Thinadhoo mayor and three councillors over illegal land allocation

The Anti-Corruption Commission (ACC) has decided to send a chargesheet against the fourth-term President of the GDh. Thinadhoo Council and three council members for illegally allocating land to a private company for a cooking gas business.

According to the ACC, regulations governing the allocation of land for non-residential purposes prohibit councils from allocating land for industrial or commercial use without opening the opportunity for tender. However, the land in question was allocated to the company without following these procedures.

The ACC’s investigation found that the 111th official meeting of the fourth-term Thinadhoo Council approved allocating the land to the company without announcing it publicly. The decision was supported by councillors Aminath Naseema, Ameema Ahmed, and Aishath Liusha Zubair.

In addition, the agreement with the company was signed on November 1, 2023 by then council president Saud Ali, on behalf of the council. The ACC found that beyond the initial plot, three additional plots measuring 2,000 sqft each were also allocated to the company illegally.

The ACC has decided to charge Saud Ali, Aminath Naseema, Ameema Ahmed, and Aishath Liusha Zubair with abuse of official position under Article 513(b) of the Penal Code.

The case was forwarded to the Prosecutor General’s Office on September 10, 2026.
